WASHINGTON - Former Majority Leader Tom DeLay said Tuesday he is taking the necessary steps to remove his name from the November ballot, giving his party a chance to field a write-in candidate in hopes of holding the House seat.

Buffeted by scandal, DeLay said his June 9 resignation from Congress was "irrevocable" and maintained that he's no longer a Texan. "As a Virginia resident, I will take the actions necessary to remove my name from the Texas ballot. To do anything else would be hypocrisy," DeLay said.

Expanding RRG coverage should get high priority.(Editorial)(Risk Retention Act)

Two decades ago, amid soaring prices and shrinking coverage, Congress expanded the Risk Retention Act so that risk retention groups could fund member policyholders' liability coverages.

Prior to that expansion, RRGs could be utilized only to provide product liability coverage. Not surprisingly, just a handful of RRGs had been established until Congress in 1986 expanded the type of risks the groups could fund.

Twenty years after the last expansion, RRGs have proven their value. More than 230 groups currently are operating and are providing a vital and stable source of coverage for members, such as educational institutions, hospitals and physicians.

French court approves Noriega extradition

PARIS (AP) — A French court ruled Wednesday that former dictator Manuel Noriega can be extradited to Panama to serve time for past crimes, more than 20 years after being ousted and arrested in a U.S. invasion.

The elderly former Panamanian strongman hasn't seen his homeland in more than two decades, years he spent behind bars in Florida, on drug charges, and France, for money laundering. His lawyer said he could be in Panama as soon as Thursday.

NEW YORK - Wall Street finished an extremely volatile session mostly higher Tuesday after investors, still jittery about mortgage-related problems at the nation's major lenders, decided to interpret comments from the Federal Reserve as suggestive of another interest rate cut.

ALBANY -- An 11,000-square-foot drugstore soon will replace the now-vacant former School 10 and an adjacent parking lot at the corner of North Lake and Central avenues, city officials announced Monday.

Mayor Jerry Jennings is negotiating to sell the city-owned building to Lyndi Development Corp. for about $850,000, officials said. Pending approval of the Common Council and the Zoning and Planning Boards, the corporation will begin tearing down the former school within a few months and will construct an Eckerd drugstore in its place.
